Reports a decision by the state attorney general that Nebraska's Liquor Control Commission doesn't have authority to ban alcohol sales near Indian reservations, after Nebraskans for Peace and tribal leaders complained to state officials about problems caused by alcohol in Whiteclay and the nearby Pine Ridge reservation.
